Movie title needed!! guy In it kinda looks like drew carey?

A dude wearing horned rimmed glasses goes on a rampage. I remember that in one scene he tries to shoot a missle launcher but can't get it to work but there's some kids that help him get it to work. I also remember the ending where he is having a stand off with a cop and he gets shot but he didn't have a gun but a water pistol.
